Status of “Vaccine Work Group” Bills

We’ve killed three bills, arguably the three worst. Another bill has passed the Senate and will move on to the Assembly next month.

The remaining four bills are on either the Assembly or Senate Floor and will soon be voted on by the whole house. To advance to the other house, each bill must pass by next Friday, May 27. Passage in the Senate requires 21 votes and in the Assembly 41 votes.

Bill	Summary	Status
SB 871	would mandate the COVID-19 vaccine for all kids for school or child care	Dead. Referred to the Senate Judiciary Committee; no hearing date yet. Similar law ruled unconstitutional in Washington, D.C. on March 22. This bill is non-fiscal and is the only one with a later deadline to pass out of committee – May 6; passed committee on May 6; passed Senate by a single vote on May 12.
SB 866	would eliminate parental consent for kids 12 to 17 to get the COVID-19 vaccine	Passed Senate. Referred to the Senate Judiciary Committee; no hearing date yet. Similar law ruled unconstitutional in Washington, D.C. on March 22. This bill is non-fiscal and is the only one with a later deadline to pass out of committee – May 6; passed committee on May 6; passed Senate by a single vote on May 12.
SB 1479	would require schools to continue COVID-19 testing and create new testing plans	On Senate Floor. Referred to Senate Governmental Organization and Senate Judiciary Committee on March 23; passed Senate Judiciary Committee on 9-2 vote April 26; currently in Senate Appropriations Committee; passed Senate Appropriations Committee on May 19
SB 1018	would require online platforms to disclose how health information is distributed to users	On Senate Floor. Referred to Senate Governmental Organization and Senate Judiciary Committee on March 23; passed Senate Judiciary Committee on 9-2 vote April 26; currently in Senate Appropriations Committee; passed Senate Appropriations Committee on May 19
SB 1464	would require police to enforce mask mandates and other “public health” orders	Dead. Referred to the Senate Health and Senate Public Safety Committees. Hearing set for March 30th; hearing moved to April 6; hearing again moved to April 20; bill pulled for the author a third time – likely dead.
AB 1993	would require all employers to mandate the COVID vaccine for employees and independent contractors	Dead. Referred to the Assembly Labor and Employment Committee and the Senate Judiciary Committee; hearing set for March 30th. UPDATE March 29: The author “held” the bill, meaning she will not advance it.
AB 1797	would provide greater access and less privacy for the California Immunization Record Database	On Assembly Floor. Referred to Senate Health and Senate Education Committees on March 24; passed Assembly Health Committee on April 26 on 10-3 vote; set for hearing in Assembly Education Committee at 1:30 on April 27; passed Assembly Education on 5-2 vote; passed Appropriations Committee on May 19.
AB 2098	would subject doctors to disciplinary conduct for sharing COVID “misinformation.”	On Assembly Floor. Referred to the Assembly Business and Professions Committee; hearing set for April 19; amended version passed committee on April 20; now in Appropriations Committee; passed Appropriations Committee on May 19.
